Highest NATO Military Chief’s of Defense Meet Jan 18-19 2023

NATO’s highest Military Authority, the Military Committee, will meet in person on 18-19 January 2023, in Brussels, Belgium. Admiral Rob Bauer, Chair of the Military Committee, will preside over the meeting, which will be attended by the Allied Chiefs of Defence and their counterparts from Invitees Finland and Sweden.

They will be supported by General Christopher Cavoli, Supreme Allied Commander Europe (SACEUR), and General Philippe Lavigne, Supreme Allied Commander Transformation (SACT), who will each lead a session.

The meeting of the NATO Military Committee in Chiefs of Defence Session (MCCS) will enable the 32 Chiefs of Defense, to meet and discuss issues of strategic importance to the Alliance. The NATO Secretary General, Mr. Jens Stoltenberg will join the Military Committee for the first session to provide the latest political objectives and to discuss security challenges facing the Alliance. Supreme Allied Commander Transformation, General Lavigne, will lead the second session of the day. It will focus on early observations from the ongoing war in Ukraine, and the acceleration of the implementation of the NATO War-fighting Capstone Concept and the Warfare Development Agenda.

The Chiefs of Defense will discuss NATO’s military capacity and capability to defend the Alliance against all challenges, now and in the future.

This will include a discussion on multi-domain operations, digital transformation and interoperability. General Cavoli, Supreme Allied Commander Europe, will lead the third session of the day. He will provide an update on the Alliance’s implementation of the Concept for the Deterrence and Defense of the Euro-Atlantic Area.

This ‘deter and defense strategy’ provides a common framework for military activity in peace, crisis, and conflict. It closely interlinks national plans with NATO military plans and takes into account threats and challenges specific to particular regions, domains, and functional areas. The fourth session will be on NATO Readiness and Sustainment of military forces, in particular risks and mitigations. This session will center on capability development, military stockpiles and logistics.

The first session of the second day will see the Chiefs of Defense meet with their Kosovo Force (KFOR) operational partners – Armenia, Austria, Finland, Ireland, Moldova, Sweden, Switzerland, and Ukraine. The discussions will concentrate on the situation on the ground, the security environment, and KFOR’s mission.

The Military Committee will then discuss NATO’s non-combat and capacity building Mission in Iraq with their operational partners Sweden, Finland and Australia. The Chiefs of Defense will discuss the Mission’s ongoing efforts to assist Iraq in promoting greater stability, building its security and defense institutions, and eradicating terrorism.

The final session will see the Military Committee discuss NATO’s ongoing support to Ukraine. 11:00 Live-streamed opening remarks by Admiral Rob Bauer, Chair of the NATO Military Committee, and Mr. Jens Stoltenberg, NATO Secretary General.

Snow And Freezing Drizzle To Hit In South-East Wyoming

According to the National Weather Serivce, “snow will continue to decrease across the area this morning, with freezing drizzle becoming the dominant threat through early afternoon for far southeast Wyoming and the southern Nebraska Panhandle.

Portions of the I-80 corridor between Cheyenne and Sidney could see one to two tenths of ice accumulation due to heavy drizzle, particularly on elevated surfaces. As the responsible storm system lifts into the Plains over the next few hours, additional moisture will begin to wrap around the back side of the storm and result in an uptick in light to moderate snow later this afternoon through tonight. The potential for heavy snow will return to the western Nebraska Panhandle, where an additional 6-12 inches will be possible from this evening through Tuesday morning. In central and eastern Laramie County, there are some indications of some potential narrow snow banding that could develop between 2 PM and 8 PM today.

This banding is generally favored to be east of Cheyenne, but could develop into the I-25 corridor which will be watching closely later today. Snowfall rates up to one inch per hour will be possible within these bands.

Wyoming Man, 20-year-old Caleb Engavo from Fort Washakie Sentenced For Using Steel-Toed Boots As Weapon

Acting United States Attorney Nicholas Vassallo announced today that CALEB ENGAVO,20, of Fort Washakie, Wyoming, was sentenced on December 9, 2022, by Chief United States District Court Judge Scott W. Skavdahl for assault with a dangerous weapon with intent to do bodily harm. Engavo received 33 months’ imprisonment with three years of supervised release and was ordered to pay a $100 special assessment.   

This case involved a violent assault with steel-toed boots that resulted in serious injuries to the victim. This crime was investigated by the Federal Bureau of Investigation and the Bureau of Indian Affairs Wind River Police Department. Assistant United States Attorney Kerry J. Jacobson prosecuted the case.

37 yr old Master Officer Patrick Blanchard Found Dead In His Vehicle From Apparent Self-Inflicted Gun Shot (Suicide)

On 12.28.22 around 10:45 PM, our Department requested the assistance of the McHenry County Sheriff’s Office in locating one of their off-duty officers for a welfare check.

Around 11:30 PM, McHenry County deputies located 37 yr old Master Officer Patrick Blanchard in his vehicle near Towner, ND. Deputies and Medical teams attempted life-saving measures; however, Officer Blanchard was eventually pronounced deceased from what appeared to be a self-inflicted wound.

Officer Blanchard, who was also an Army veteran, joined the Minot Police Department in July 2017 and is survived by his two children.

The Department is asking the public for their thoughts and prayers for Officer Blanchard’s family and many friends.

The incident is still under official investigation by the McHenry County Sheriff’s Office and North Dakota BCI.

Wyoming Department of Work-Force Services Settles with Kanye West for $75,400 Regarding Park County LCC Two Businesses

36-Year-Old Kenny C Javar Shot And Killed By 34-Year-Old Justin McDermott from Minot North Dakota

After providing the family time to make notifications, the Minot Police Department is releasing the name of yesterdays homicide victim. The victim is 36 year old Kenny C. Javar of Minot.


The Minot Police Department responded to a report of gunshots in the parking lot of the Lamplighter Lounge at approximately 1:40 a.m. on 12/30/22. On arrival officers discovered a 36 year old male victim with multiple gunshot wounds. He was pronounced dead at the scene.


Officers determined that bar patrons witnessed the incident. During the incident one patron disarmed the suspect and was assisted by another in detaining him until police arrived.
Justin McDermott, 34 years old of Minot, was charged with murder. He is being held at the Ward Co. jail.

AMBER Alert Casper Suspect Arrested In Arizona and In Custody

Martin was extradited from La Paz County, Arizona on the felony charge of Interference with Custody and, on December 29, 2022, Martin was returned to Natrona County and delivered into the custody of local authorities.


Martin is anticipated to appear at Natrona County Circuit Court for his initial hearing on
December 30th, 2022, in connection with the November 17, 2022 AMBER Alert issued by the Casper Police Department for a missing juvenile female.
Martin and the juvenile were located on Highway 95 in Arizona by the La Paz County Sheriff’s Office.

The Lake Havasu office of the Phoenix Division of the Federal Bureau of Investigation responded to conduct the local investigation in Arizona.
This investigation has been led by Detectives of the Casper Police Department, with significant assistance and cooperation from the following local, State, and Federal partners:
Natrona County Sheriff’s Office;
Natrona County District Attorney’s Office;
Wyoming Division of Criminal Investigation;
The Lake Havasu Office, Phoenix Division, of the Federal Bureau of Investigation;
The Casper Office, Denver Division, of the Federal Bureau of Investigation;
The Casper Office of the United States Homeland Security Investigations;
United States Attorney’s Offices for the District of Arizona; and,
United States Attorney’s Offices for the District of Wyoming.


In addition to the arrest warrant filed in Natrona County, the Federal Bureau of Investigation has filed charges in connection with this case. The Casper Police Department continues to lead the investigation of this case with the ongoing assistance of its partners.

The investigation into this incident continues and specifics of the investigation will not be
released at this time.

JACKSON, Miss. — A Mississippi man who threatened to kill Centers for Disease Control and
Prevention Director Rochelle Walensky has pleaded guilty to making threats in interstate commerce, federal prosecutors announced Monday.


Robert Wiser Bates, 39, of Ridgeland, threatened to kill Walensky in voicemails left in July 2021 at the CDC headquarters in Atlanta, Georgia, court records said.


Bates admitted to making the threatening calls in an interview with agents from the Federal Bureau of Investigation, according to a news release from office the U.S. Attorney Darren J. LaMarca.

He also said he would kill Dr. Anthony Fauci, the director of the National Institute of Allergy and Infectious Diseases and chief medical advisor to the president.

Wyoming Woman Peggy Zdenek Pulls Firearm On Her Renter, Now Charged With Aggravated Assault With Deadly Weapon


According to the Cheyenne Police Department, Thursday, December 29, 2022, at approximately 10:55 a.m. Cheyenne Police responded to shots fired at a residence in the 1400 block of Rollins Avenue.

Preliminary investigation showed that the property owner, 60-year-old Peggy Zdenek of Cheyenne, Wyoming, attempted to inspect a tenant’s room but was refused entry by the tenant.

The tenant alleges she and her landlord had been involved in what she described as an ongoing verbal altercation before this incident.


Peggy Zdenek allegedly pulled a firearm and shot at the door multiple times while the tenant was inside. There were two other tenants in the home at the time of the incident. No injuries were reported

Upon arriving at the scene, officers located Zdenek in the residence’s front yard. Zdenek was apprehended without incident at approximately 11:07 a.m.
Zdenek was booked into the Laramie County Jail on charges of aggravated assault with a deadly weapon and reckless endangering.
This case remains under investigation by the Cheyenne Police Department.
