This article is about the word SEX. A woman named Tasha Skinner filed a federal lawsuit against the Buffalo Bill Memorial Association, including Dr. Charles Preston and Robert Pickering as the defendants.

It is becoming apparent that anything to do with the words “Buffalo Bill” attached to it, has nothing but issues.

The previous article was about a Pedophile, but this article is about SEX.

According to records, the Buffalo Bill Memorial Association employed 88 individuals, of which 44 of those individuals were females at the time that Plaintiff, Taska Skinner, was employed by the Buffalo Bill Memorial Association.

Tasha Skinner worked as an employee at the Buffalo Bill Memorial Association from about March 1997 to January 14, 2005. Skinner was the Curatorial Assistant and was being paid a very small amount of money that being only $24,989.00, from June 4, 2002, to about November 8, 2005, in the Draper Museum of the Natural History “Draper” is a branch of the curatorial department in the Buffalo Bill Memorial Association.

The alleged bad actors in this article are Dr. Chuck Preston, who was at the time, is the curator of the Draper and also is the chief curator of the Buffalo Bill Memorial Association, and was the direct supervisor of Tasha Skinner who is claiming that Dr. Chuck Preston unlawfully, sexually harassed her and when she fought back Preston then retaliated. One of the ways he retaliated against her was to have her unlawfully try to fire her or make her quit, according to Tasha Skinner, because she was repulsed by the sexual harassment that he directed towards her.

But this is not the only female Dr. Chuck Preston would sexually harass, according to Skinner. Skinner observed multiple incidents where other female employees were also subjected to sexual advancements and sexual intimidation. Preston is accused of using sexually crude demeaning profanity and sexually abusive conduct throughout Skinner’s employment.

Tasha Skinner was not the only female that Dr. Chuck Preston the curator of the Draper and the Chief Curator of the Buffalo Bill Memorial Association. In fact, several other names have popped up. Their names are Sarah Boehme and Emma Hanson, who are two other curators of the museum, of which Dr. Chuck Preston was also the supervisor of them.

Dr. Chuck Preston would always refer to the females as “BITCHES” “EVIL,” “MANIPULATIVE,” and “PASSIVE/AGRESSIVE BITCHES”

Bob Pickering, who was the Deputy Director of Collections and Education, was Dr. Chuck Preston’s supervisor. Bob Pickering and Dr. Chuck Preston would both call the females “SLUTS.”

So now we have the words “SLUTS”, “BITCHES”, PASSIVE/AGRESSIVE BITCHES”. and “EVIL,” and “MANIPULATIVE.” as common conversation and words being used against female employees as if it was common.

What is interesting is that Bob Pickering and Dr. Chuck Preston never called men “SLUTS”, “BITCHES” or PASSIVE/AGRESSIVE BITCHES.” one wonders why?

To pick up the attack on the females, Dr. Chuck Preston purposefully created a hostile work environment in order to make it very difficult for the females to function normally at their place of employment. This was a direct attack, according to the females listed above.

This is called a hostile work environment.

Then one day, Tasha Skinner got some really bad news, and on June 14th, 2004, Skinner underwent a double Mastectomy. Before this tragic health incident took place, Skinner notified properly, superiors, various management, and others that she needed to take FMLA leave and that she was in the middle of a major health crisis.

It is called CANCER!

Skinner underwent major surgery and dreaded chemotherapy that made her very, very sick. Anyone who has had cancer knows that chemotherapy makes you want to die because it makes you very very, sick.

Dr. Chuck Preston did not give a DAMN. Instead, he attacked Tasha Skinner by making a personal visit to her home and telling her that if she did not come back to work regardless of her FMLA medical Health leave. Preston told a very sick Skinner that her work was not getting done and that there was no need for her to return to work as she was FIRED!

Tasha Skinner was devastated now she not only was sick with cancer, and had a Major DOUBLE Mastectomy, but now, she had all the emotional drain of losing her job and or the threat of losing her job. Dr. Chuck Preston was ruthless in attacking Skinner when she was at the lowest point in her life.

The Associate Director at the Buffalo Bill Memorial Association learned of the ruthless attack that Dr. Chuck Preston initiated and carried out on Tasha Skinner. Wally “Eugene” Reber was horrified. Reber was the second in command and knew that Dr. Chuck Preston had just interfered with the medical recovery of a very sick woman. Reber reached out to Tasha Skinner and told her that Dr. Preston should not have done what he did and that Dr. Preston had NO LEGAL AUTHORITY to interfere with Skinner’s FMLA RIGHTS or her medical recovery. He was adamant about stopping Dr. Chuck Preston from engaging in this type of illegal activity.

Dr. Chuck Preston continued the harassment and pressure by calling Tasha Skinner every week, putting pressure on Skinner’s medical recovery time ordered by the Doctors. He made it very clear that because she was home recovering from Chemotherapy and the double Masactomey, Skinner was threatened with losing her job.

On August 25th, 2004, Dr. Chuck Preston attacked Skinner again, but this time he told her that he was going to take half of her pay and give it to someone else because she was in recovery, and regardless of the FMLA Medical leave, he just did not give a damn according, to Skinner.

Dr. Chuck Preston made every attempt to aggravate the suffering and recovery time through his actions against Skinner. He was intent on removing her permanently. Remember, she was a “SLUT”, or “BITCH,” and those people have no rights to have FMLA medical leave.

This story just gets worse.

On August 27, 2004, Skinner finally reported the illegal actions of Dr. Chuck Preston. She wanted Chuck Preston to cease and desist, calling her personal home daily in an attempt to harass her and interfere with her FMLA medical leave and recovery.

Of course, Preston found out that he was reported on, and therefore he attacked Skinner yet again. This time he was angry that his actions had come to light to his boss. He criticized her for reporting his actions and threatened Skinner that she WOULD lose her job, according to Skinner.

Now Skinner’s recovery took a turn for the worse; she now, due to all of the stress inducement caused by Dr. Chuck Preston, Skinner’s body now came down with Pneumonia which delayed her recovery immensely.

Dr. Chuck Preston continued the attack on Taska Skinner. Now on October 7, 2004, Preston sent SKinner a “TO DO List.” In that list, Preston demanded that SKinner, however in recovery and sick, perform duties that were outside of her normal job description, and Preston directly, on purpose, weighed the “TO DO LIST” with duties that would have been very injurious to the health and welfare of Tasha Skinner. He knew she was sick, He knew she was in medical recovery, but Preston did not give DAMN!

Preston indicated to Skinner that he was doing this because she told on him and that he was going to further punish her and stop her from exercising her FMLA leave rights.

October 14, 2004, Dr. Chuck Preston attacked Skinner again. Remember that he earlier took half of her pay away? Well, now he took all of her pay away because “this was not working out for him.” Skinner reported his very, very bad behavior, and that made him angry. Preston was now angry at the “SLUT” “BITCH.” Yet Preston himself was acting like an alleged “BASTARD” regarding his actions. Call a spade a spade! Yet it must be ok for Preston to call his female employees, Sluts, and Bitches.

This type of behavior is unacceptable regardless of whatever his baseless excuse was or is. According to Skinner, now all management of BBMA refused to support her and told her that she would be punished if she ever reported her supervisor’s actions ever again.

Tasha Skinner was now alienated by her co-workers as Preston put pressure on them as well to help him punish Skinner. She was now called a “Persona non grata” everywhere at the BBMA.

On January 3, 2005, Skinner returned to work. She was immediately informed that she would be isolated and shunned by all management and that she needed to just leave.

Tasha Skinner was treated so badly that she resigned from what little employment she had left on January 14, 2005.

The Wyoming News will continue to shine a very, very BRIGHT media spotlight on the Buffalo Bill Center of the West and what they have been doing to people and or things that they have been doing they do not want the public to know.

CHEYENNE, Wy — This week, Cheyenne Police Captain David Janes graduated as a member of the 283rd session of the FBI National Academy. The graduation took place at the National Academy in Quantico, Virginia on Tuesday, September 13. Nationally, fewer than one percent of officers have the opportunity to attend the program. The National Academy offers ten weeks of advanced communication, leadership, and fitness
training.

Participants must have proven records as professionals within their agencies to attend. On average, these officers have 21 years of law enforcement experience and usually return to their agencies to serve in executive-level positions. The 283rd session consisted of two hundred and thirty-five law enforcement officers from forty-nine states and the District of Columbia.

Captain Janes was the sole representative from the state of Wyoming.

The class included members of law enforcement agencies from twenty-one countries, five military organizations, and five federal and civilian agencies. Captain Janes has served at the Cheyenne Police Department for 18 years and is the second generation of his family to graduate from the National Academy. On the day he was born, Janes’ father was in Quantico, VA attending the 125th session.

Chief Billy Janes (retired) served 41 years at the Torrington Police Department and 30 years as Chief of Police. The impact this program had on his father’s leadership journey inspired Captain Janes to participate as well.

“The Cheyenne Police Department is very proud of the drive and dedication that Captain Janes has shown, not only while attending the National Academy, but in his preparation for the academic and physical challenges that he would face while attending,” said Chief of Police Mark Francisco. “We extend our most sincere congratulations on a job well done.”

Inmate Anthony Jones Dies At Yellowstone County Detention Facility

On September 9, 2022, at approximately 11:30 pm, a Detention Officer found an inmate at the Yellowstone County Detention Facility unresponsive in his cell. Emergency aid was provided, and an ambulance was summoned.

Although the officers administered immediate life-saving procedures on the scene, the inmate passed away in the facility. No evidence of foul play or suicide was found at the location and a subsequent autopsy did not reveal any evidence of such either.

Toxicology reports can take several weeks, so the cause of death is undetermined at this time.

The inmate is identified as Anthony Jones, age 31, and was in the facility on a federal hold. There is no further information on the charges or a home address for Anthony Jones.

Jones was booked into the Facility on September 8, 2022.

Our investigation is ongoing.

Buffalo Bill Center of the West Contracted With Pedophile Then Gave Him Access to Kids.

The first corruption and alleged criminal activity that the Wyoming News will disclose that the Buffalo Bill Center of the West had going on under the nose of the public deals with the topic of Pedophiles.

In this article, Wyoming News will cover two incidents with the subject content of a Pedophile who worked at the Buffalo Bill Center of the West and Sexual harassment by a Buffalo Bill Memorial Association supervisor.

First, the Pedophile:

On January 7, 2021, the Buffalo Bill Center of the West Trustees were alerted and notified that a Pedophile working around and near children and given full access to the entire Buffalo Bill Center of the West property.

The Wyoming News even has discovered that as far back as December 3, 2020, every Buffalo Bill Center of the West Trustees was directly notified by letter that present risks to the welfare of minor tourists and local children existed.

Every Trustee ignored this, and the then Executive Director also decided to keep a lid on this and ignore this verifiable FACT.

One month later, on January 7, 2021, the Trustees were notified again by letter. Once again, this was swept under the rug so that the public did not know how serious this was. This was a deliberate attempt to COVER-UP this very serious incident by simply ignoring this topic matter.

In another notification, an email was sent from a private citizen to the email address of the Executive Director, and he simply never responded EVER and ignored this notification in his deliberate attempt to COVER-UP this incident that was taking place right under the public’s nose. As of this publishing, September 13, 2022, the Executive Director still has ignored and never responded, so the Wyoming News will expose the Executive Director and the Buffalo Bill Center of the West and Trustees, as you, the public, need to know what they did, or rather, what they did not do.

So the Wyoming News will start naming names. Here we go:

To better understand who the Executive Directors were, one must look at their time frames of who was in control and when they were in control of the Buffalo Bill Center of the West.

Until November 2018, Bruce Eldridge, now retired, Bruce Eldridge is not the subject of this investigation as he was retired from his position before the Pedophile situation took place.

From November 2018 until January 2021, Peter Siebert was the Executive Director. Peter Siebert moved out of Cody, Wyoming, and took a job at a museum located in Pennsylvania.

Peter Siebert did have knowledge of the Pedophile moving among and near children at the Buffalo Bill Center of the West. Yet he ignored and COVERED UP to hide from the public that a Pedophile was near children regularly.

The letters were sent a little over one month apart when each letter was sent out. Peter Siebert covered this up and ignored this very serious matter.

The Pedophile’s name is Trenton McCaskill.

Trenton McCaskill is a twice-convicted child predator, yet he was given unfettered access to children. The Buffalo Bill Center of the West fraudulently contracted with Trenton McCaskill, the twice-convicted Pedophile Trenton McCaskill. Trenton McCaskill signed a contract with the Buffalo Bill Center of the West, posing as a “member and manager” of “PMRS, LLC.

According to the Secretary of States office, that business was listed as Melissa Hill as the only member and or manager of the Pronghorn Maintenance and Repair Services, LLC.

Melissa Hill and Trenton McCaskill are then and currently boyfriend and girlfriend. Melissa Hill worked at the Buffalo Bill Center of the West in a power position and instigated and claimed that Trenton McCaskill conducted work under a “RUSE” of McCaskill being a member and manager of PMRS, LLC., which was FALSE by which both Melissa Hill and Trenton McCaskill knew were false representations to the Buffalo Bill Center of the West.

Essentially, Melissa Hill paid herself $90.00 per hour out of restricted funding, a complete violation and a conflict of interest. Trent McCaskill is a 3rd-degree sexual predator. Registration # SOROO1290 McCaskill’s likely hood of re-offending again is exceptionally high. Melissa Ann Hill filed the papers with the Secretary of State back on March 11, 2020. and Melissa Ann Hill is the only “Member-Manager” of Prong Horn Maintenance and Repair Services, LLC.

Here is where we explain Melissa Ann Hill and her role:

Melissa Hill is the Draper Raptor Program Assistant Curator for the Buffalo Bill Center of the West. She formed the ProngHorn Maintenance and Repair Services and was the sole member–manager of the LLC. Melissa Hill deliberately created the LLC to muddy the waters and legitimize opening the door for her pedophile boyfriend, to be employed at the Buffalo Bill Center of the West.

Melissa Ann Hill then was able to pay herself additional monies at $90.00 per hour of restricted funds which is a definite conflict of interest, and the Restricted funds came from account #5603, which was established by Draper advisory board member Leighton Steward and earmarked for “ONLY MEWS IMPROVEMENTS.” Now Melissa Ann Hill was getting paid twice by the Buffalo Bill Center of the West.

Is this action a crime or corruption, or both?

What is interesting is that Melissa Ann Hill listed the address of Prong Horn Maintenance and Repair Services, LLC as 30 North Gould Ste R, Sheridan, Wyoming 82801, yet to the Buffalo Bill Center of the West, she concealed that address and only listed the address of 1301 Stampede Ave, #3226, Cody Wyoming 82414 as the LLC’s mailing address in all of the Buffalo Bill Center of the West invoices and contract. That address is the Cody Post office and not a physical business address.

Without any public bidding, requirements were NOT met; instead, Pedophile Trenton McCaskill 23 years old at the time of the incident, was awarded with the inside help and assistance of his girlfriend, Melissa Ann Hill, for the landscaping work. The Wyoming News can not find any records of Trenton McCaskill being a landscaper before the illegal contract with the Buffalo Bill Center of the West was awarded.

Hill/McCaskill charged $90.00 per hour to the Buffalo Bill Center of the West for landscaping work, yet the local average back then was only $24.00 to $34.00 per hour. Those expenses did not include the additional costs of purchasing supplies and renting all the equipment, as McCaskill had none prior. Two of the four trees planted died @$1,500. They died due to the lack of watering and care. Nothing that a landscaper would mess up on.

Even more severe is that Melissa Ann Hill lied and did not disclose to the Buffalo Bill Center of the West administration when she was promoting her boyfriend. He was a convicted sexual child predator (2) twice.

She knew that Trenton McCaskill would be working unsupervised and well within the 2000 feet of the Tammy Collier Playground, and as a result of her lack of disclosing he was a pedophile, the Buffalo Bill Center of the West contracted with a convicted pedophile that was executed on July 8th, 2019 between Trent McCaskill and Center CFO Lynn Rodgers.

In the Contract, dated 07/08/2019 it states Trent McCaskill ” will maintain control of the project area during work hours.” This information in the contract confirms that Melissa Ann Hill placed her Pedohile boyfriend, Trenton McCaskill, in the vicinity of the Tammy Collier Playground, where tourists and local children played. This presented the reasonable expectation that children would be present.

In July of that same year, during the height of the tourist season, literally hundreds of children would be present in and around the Buffalo Bill Center of the West, and it’s outdoor spaces located within the property that Trenton McCaskill “Will maintain control of the project area during work hours.”

Melissa Ann Hill being the Draper Raptor Program Assistant Curator for the Buffalo Bill Center of the West. She had a legal obligation to disclose to the Buffalo Bill Center of the West and the Cody Wyoming community to inform them and the center that they were employing a pedophile, which was all at her insistence.

Did the public eventually find out? Yes, some did find out! A community member by the name of Rachelle Pederson was the individual who sent an email directly to the Executive Director of the Buffalo Bill Center of the West, Peter Siebert, on August 12, 2020. In this emailed letter, Rachell Pederson expressed her concern for the safety of the children and the “responsibility of the BBCOW to keep visitors safe especially innocent children.”

Rachelle Pederson even enclosed a link for Executive Director Peter Siebert to where Trent McCaskill’s sex offender registry was listed. Peter Siebert deliberately did everything in his power to keep the lid on Melissa Ann Hill’s boyfriend, Pedophile Trenton McCaskill working at the Buffalo Bill Center of the West. He ignored all the emails he had received from concerned citizens and created legal liability and potential child endangerment charges.

Peter Siebert can not claim that he did not know about this individual as the Wyoming News has copies of the proof of him being alerted by email and letters. Yet he still chose to ignore the pedophile.

So here we have Trustees who were notified yet ignored the pedophile.

We have Executive Director Peter Siebert ignoring the pedophile.

Melissa Ann Hill is the Draper Raptor Program Assistant Curator for the Buffalo Bill Center of the West, promoting the pedophile and getting paid twice as it was her company. And we have Melissa Ann Hill using inside pressure to get her boyfriend as the only contract bid and accepted. The public was not allowed to bid for this project and was never put out to the public for public bids on the project. Is any of this a crime, perhaps? Or is it corruption or both?

So now we have three bad actors, Melissa Ann Hill and Peter Siebert and the Trustees.

The Wyoming News could not find any complaints of any minors being messed with by Trenton McCaskill nor any police reports of complaints or court cases. To the CREDIT of Trenton McCaskill.

So the bad actors in this article are Melissa Ann Hill and Peter Siebert, and the Trustees at the time of the incident.
